Loony John Franklin Kolb Toon, a 43-year-old Oregon resident, appeared in a Clackamas County courtroom on Thursday to receive a 20-year prison sentence for firing at law enforcement officers during a traffic stop. The Clackamas County district attorney’s office announced the ruling, which concluded a legal process stemming from a confrontation in June of last year and resolved additional outstanding charges across the state.

The incident began on June 20, 2025, when Milwaukie police initiated a traffic stop of Toon’s vehicle. Authorities said Toon drew a firearm and fired at three officers stationed at the scene before speeding away from the location. He abandoned his vehicle a short time later as officers pursued him on foot.

Toon fled into a nearby golf course, temporarily evading capture. Law enforcement maintained a search operation across jurisdictional lines until locating and arresting him approximately 20 miles away in the city of Sandy four days after the initial traffic stop.

During the Thursday hearing, Toon entered a guilty plea to charges of attempted first-degree assault with a firearm, illegal use and possession of a gun, and second-degree escape. The plea agreement bundled these Milwaukie charges with unrelated criminal counts in four other counties, consolidating the legal outcomes into one 20-year prison term.

The court additionally levied financial penalties requiring Toon to compensate Milwaukie’s municipal government for damage sustained by a police cruiser during the pursuit. He was also ordered to pay restitution to the private owner of a separate vehicle that sustained bullet damage during the confrontation.

Prosecutors noted at the sentencing that Toon carried an extensive criminal record prior to this latest case. The district attorney’s office stated his history contains 25 previous convictions, 16 of which were classified as felonies. At the time of the June 2025 traffic stop, Toon was actively serving probation connected to a first-degree attempted kidnapping charge.

Deputy District Attorney Rebecca Wareham Portlock addressed the court’s decision in a prepared statement, describing the defendant’s conduct during the Milwaukie incident as “incredibly dangerous.” Portlock said Toon showed “callous disregard for every single person in his path” and emphasized that consolidating the multi-county charges allowed authorities to impose a single prison term for the array of offenses.

Several Milwaukie police officers who were involved in the 2025 confrontation attended the guilty plea hearing and subsequent sentencing. Local prosecutors said that when offered the opportunity to speak at the proceeding, both the officers and Toon declined to make any statements.

Milwaukie is situated outside Portland and maintains a population of approximately 21,000 residents.
